I have had 2 of these (Scripto Wind-resistant Lighters) and they worked pretty good initially, but then soon became unreliable. At that point, they were hard to light and the flame was puny. That was when they still had over half the fuel left in them and were adjusted to high flame. That is unfortuate, because I still want to find a robust, reliable utility lighter this was not it!

I also had the problem of failure to ignite with lots of fuel left. I thought it must be clogged. I took it apart, which is not too hard if you have a little phillips screwdrivergoogle "scripto lighter teardown" for details.
I found that I could pull the flame adjust lever up off the nozzle enough to rotate it without turning the nozzle itself. If you can get that lever up and disengaged (so it does not turn the nozzle), move it clockwise (I did about 1/4 turn) then put it back down to engage the nozzle again, this will have the valve more "open" (unscrewed) at a given setting than it was before. The problem seems to be with swelling of the seals in the nozzle, so that gas cannot escape even with the adjuster turned up. By opening it a bit more it will work again.

I have searched online for ways to fix this lighter, but can't find anything. I guess it's just destined for the landfill now. It worked at first, but there must be something wrong with the connections inside, since I can't get a flame even with continued clicks. Not worth the plastic.

I too have a Scripto wind resisitant outdoor lighter. Over half of the fuel remains, yet it produces only a brief puny flame, too short to be of any use. I could not find on line any repair procedure.

I bought one of these on sale at the local hardware store and was totally amazed. It lights right away and stays lit. The flame actually looks and sounds like a blowtorch it is so powerful. And as for being wind resistant -you betcha. We live in a very windy area and this ligher always lights and stays lit. It is also very easy to light -lights on the first try about 99% of the time.
